The steps needed for Veterans Readjustment Appointment (VRA) benefit from the
Veterans Administration for new hires to the Bureau of Prisons as Correctional
Officers are as follows;
Those staff members who were hired under the VRA program and were enrolled in
the GI bill during their military careers are eligible for the VA benefit under
On-The-Job training for the first year, as a Correctional Officer for the Bureau
of Prisons.
The VA forms listed below need to be filled out and processed. ( The forms are
located at all VA offices):
VA 22-1999 (Enrollment Certifications)
VA 22-1990 (Application for VA education Benefits)
VA 22-1995 (Request for Change of Program or Place of
Training)
VA 22-8864 (Other On-The-Job Training and Apprenticeship
training
Agreement and Standards)
Along with the VA forms needed, the staff member must get copies of the
following documents:
DD-214 (Certification of Release or Discharge from Active
Duty)
Form 50 - (Notification of Personnel Action)
Student Evaluation form from Training in GLYNCO
Roster & Assignments for the First year (Assignment Card)
In Depth Descriptions of Assignments
Logs and Evaluation for the first year (Performance
Appraisal)
Monthly Certification of the On-The-Job Training Log
T&A's and Pay slips for the first year
Training Record (EDM or Assigned Training Coordinator)
The step by step details are as follows:
1. First, you need to determine if you are eligible. The current
standards qualify only those employees in or recently Completing the first year
of employment and hired as GS-5 Correctional Officers under the VRA. For
determining eligibility the VA forms and Education benefits need to be mailed
out as soon as possible.
(VA 22-1999 & VA 22-19990)
2. Provide an in-depth summery of each assignment for the training period
(56 weeks) including IF & GLYNCO and at least 8 posts were you have had
direct supervision of inmates. Make sure to included counseling and
supervision skills as part to of the content and don't forget to sign this
document.
3. Provided copies of evaluations and log entries.
4. Provide a copy of your roster assignments (signed by the Administrative
Lieutenant and all Supervisors and Senior Officer Specialist who offered
guidance during each assignment).
5. Provided a copy of your original form 50 (can be obtained from HRM)
6. Provided copy of your training record (can be obtained from
Employee Development Department)
7. You must retain copies of your first (Probationary) year T&A's, pay
slips and application packet for 3 years. The VA for any false or
misleading information can audit this information. All the above documents and
Forms, VA 22-1995/VA 22-8864 must be filled out and signed.
8. Attach all the required forms and documents and submit to the
Department of Veterans Affairs, P>O> Box 848, Muskogee, OK 74402-8484.
